Department of Education Arnis Association of the Philippines
Let us introduce the Umbrella organization for ARNIS in the Department of Education (DepEd).
The DepEd recently became a partner in the promotion of Arnis because of R.A.9850, An Act Declaring Arnis as the National Martial Art and Sport of the Philippines together with the Department of the Interior and Local Government (DILG), the Philippine Sports Commission (PSC), National Commission for Culture and Arts (NCCA), and National Youth Commission (NYC).
Even before the passing of R.A 9850, there were already some Arnis programs in existence. Yours truly was instrumental in the inclusion of Arnis in the Palarong Pambansa, Batang Pinoy, and in the Philippine Olympic Festival (POF) sports programs which are handled by the said government agencies.
In addition, four years before the passing of R.A. 9850, the Department of Education through the Task Force on School Sports (TFSS) has been implementing its own Arnis programs in a national level. And with this,the Department of Education Arnis Association of the Philippines (DEAAP) is the duly recognized association for Arnis in the Department of Education. DEAAP is comprised of DepEd teachers who are Accredited through DepEd sanctioned Seminars and Coaching modules. All seventeen regions of the Philippines are represented in DEAAP since DEAAP has members in all regions. Members of DEAAP are the ones who conduct classes in the Public Schools. They are also involved in trainings and tournaments throughout the school year.
Different styles or schools which want to be recognized and participate in legal and sanctioned events may apply to DEAAP for membership so they can compete in the sanctioned competitions, Nationals like the Palarong Pambansa, and RP Team selections.
Although we do not stop any club or association's private tournament, they may not be recognized by the Department of Education. Some can be bogus, some can even be illegal if they claim that their tournament is National in nature. Department of Education Arnis Association of the Philippines (DEAAP) reserves the right to call their tournaments officially as School Meets, District Meets, City Meets, Provincial, Regional and Nationals (Palarong Pambansa culmination) because DEAAP is truly the National governing body for Arnis sports in DepEd.
The Department of Education Arnis Association of the Philippines (DEAAP) is like the LTO (Land Transportation Office) or should we say the PRC (Professional Regulatory Commission). DEAAP though the Task Force on School Sports (TFSS) regulate the Accreditation of Referees, Judges and instructors of Arnis in the Department of Education. Thus, it is safe to say that it is important for teachers/instructors to register especially if they are going to handle schools. DepEd only recognizes accredited teachers/instructors because those without accreditation cannot be sanctioned or sued if problems would so arise.
We are doing these because there are comments that the FMA community is very divisive and full of petty quarrels. With these in mind, the Department of Education Arnis Association of the Philippines (DEAAP) would be able to eliminate these stereotypes by regulating and by licensing qualified instructors of DepEd.
Those outside may still exist as clubs or small associations and they can only handle private institutions not directly under the control of the said government agencies.
